A proposal to establish a Regional Transit Authority (RTA) that would have the power to levy a one-tenth of one percent sales tax drew a capacity crowd to the large meeting room at the Northern Great Lakes Visitor Center to hear about the project, ask questions and offer comments about the proposal.

The RTA would allow the Bay Area Rural Transit (BART) system to end its dependence on property taxes for local contributions to operate the two-county bus system that has operated in the bay area communities from Red Cliff to Odanah since 1981, deriving the local share from the new property tax.

Step one, two buses in transit system.
Step two, create RTA, Regional Transit Authority.
Step three, force a sales tax to pay for transit.

Skip to step 12, high speed rail or if your from Wisconsin a half fast rail system.

You got to love those liberals, they certainly start at the grass roots level.
