John Brewer at the PiPress is all over pigeon poop. After a big chunk of rotted concrete fell off a parking ramp in downtown St. Paul, the city is getting its poop together to fight the flying rats. A proposal to set up feeders with fertility-blocking pellets is on the way. A test prior to the Republicans' visit last summer seemed to work. The downside? Madison - Democratic legislators Tuesday inserted in the state budget a provision to allow 19,000 University of Wisconsin System faculty and staff to join unions, despite Republican warnings that it would be costly at a time when state government faces a record deficit.
In other action, the Legislature's Joint Finance Committee:
• Voted to make more out-of-work residents eligible for unemployment compensation, which would qualify state government for $89.3 million in federal stimulus money.
• Voted to hire 31 new tax agents and auditors to work on collecting a record $1 billion in unpaid taxes.
• Approved spending $44.5 million in federal stimulus money on 32 road and bridge projects. For years, UW faculty and staff have sought authorization to vote on joining unions. Republican legislators have blocked the move, but Democrats now control the Legislature for the first time in 14 years.

Ellis & Cowles: Governor should start over on budget
With this week’s revised revenue estimates showing continued dramatic decline in state tax collections, the budget submitted earlier this year to the legislature is so out of balance that it should be returned to the governor for a complete revision.
Today, we are urging Senate Majority Leader Decker and Speaker Sheridan to return Assembly Bill 75 to Governor Doyle. The new revenue estimates reported this week by the Legislative Fiscal Bureau show such a drastically different picture that Governor Doyle’s original document is simply no longer operable.
The Legislative Fiscal Bureau reported that general fund revenue collections for the three years covering 2008-09 through 2010-11 are $1.6 billion less than the estimates used when the Governor built his budget. According to the Fiscal Bureau, with the new numbers the governor’s budget has a deficit of more than $800 million in the first year alone. The deficit will grow to $1.4 billion at the end of the biennium if the budget passed in its current form.
Bad budgeting practices that stretch over the past decade, coupled with a terrible economy state and nationwide have contributed to this problem. Things are not the same today as they were when the governor introduced his budget.
It is the governor’s duty to introduce a workable budget to the legislature. With a negative $1.4 billion ending balance, AB 75 is no longer a workable budget. It should be up to the governor to rewrite his budget in light of the new economic picture.
