Steve Kagen's Stimulus - Government Take Over

From Barn On Air and radio station WCOW from Sparta. I'm not a farmer and don't claim to be. Trying to understand the MILC progam and Steve Kagen talking is hard to comprehend.

The following link gives audio from Steve Kagen from the 8th district from Wisconsin on how he talks about boosting up payments and retro money to farmers who are "under water"  on the Milk Income Loss Contract Program. Kagen wants get retro money back to January 1 for the farmers on their price of milk. Sounds like more stimulus. If these farmers are "underwater, are we throwing good money after bad?

 I understand farmers and all americans are having hard times because of this economy but I want to know why he needs to give them more bailout money retroactive from last January?  So some farmers are receiving  help and he wants to give them more? Another $350 million amendment is be tossed around for budget 2010. The way Kagen talks, it's like a bailout for farmers. If it is help for farmers, are the farmers really getting the money or is the NFU getting some or all? Who knows maybe ACORN is getting some money.
Is this a take over of farms like banks and General Motors. If farmers take this money will they now be owned by Washington?

I'm for helping farmers but will farmers sell their souls for money from Washington. Will they let government take them over in all aspects of their farm?  Let's help farmers in the right ways  and not let the liberals take over the family farm. $350 million, is there a better way.

Steve Kagen and another stimulus takeover. Is Kagen in campaign mode already?
