Rain Water Charge

You can read this article here. While reading this, it occured to me that we haven’t heard much about this from anyone other than Ald. Bohren - so thanks to him for the heads-up on this. I think it will be interesting to see where this whole issue leads us and how much it will cost us. But why is the DNR doing this now? Anyone have any clues? Of course, usually you just follow the money and you can usually find your answers…
"The DNR’s requirements spurred more than 40 communities to approve storm water user charges since 2002. Fees are charged on the surface area of a property, so a large retailer or operator of a municipal parking lot pays more than the owner of a typical single-family dwelling."

What happens if we have a drought or dry summer? Lost revenue. Will they then charge on average rain fall amounts? Don't put it past em!
