Winnebago, Sheboygan and Outagamie counties have the highest number of known gangs in northeast Wisconsin, according to a state Department of Justice study.

In Brown County (about 33 gangs), the Green Bay Police Department reported significant problems with Asian, Hispanic, motorcycle and street gangs.

Gangs are migrating from larger cities like Chicago, Milwaukee and Minneapolis/St. Paul. There is also “homegrown” gang activity.
