5 Billion In The Hole?

From the Wausau Daily Herald
"Doyle approved 56 grants statewide totaling $6,769,633 in state and federal money that will help purchase specialized transit service vehicles." Wausau organization that serves elderly, disabled persons receives $566,000 grant to purchase buses | wausaudailyherald.com | Wausau Daily Herald

I am still searching for the documentation on this money but as of now, still looking. I understand the elderly need help but when I see the word " grant" I have to question it. Do buses need to be replaced? Are they broken down. Do the cities really need them right now? Did anyone ask those questions ?

Grant money means tax dollars.

What cities and how much is each getting.
