"Wisconsin budget would divert your cell phone rebates

MADISON — Gov. Jim Doyle wants $25 million in rebates promised to cell phone users to go to local governments instead.
The transfer tucked into Doyle’s budget plan would cost typical cell users a $4 to $5 one-time credit, state regulators estimated.
Federal law passed in 1999 mandated improvements in states’ wireless 911 systems so emergency dispatchers can automatically locate callers on cell phones. Doyle, a Democrat, signed a bill in 2003 that imposed surcharges on cell phone users to cover Wisconsin’s technology upgrades."
