Martin Luther King

Yesterday was the anniversary of the death of Martin Luther King. I hear the following passage from his speech.

And when this happens, and when we allow freedom ring, when we let it ring from every village and every hamlet, from every state and every city, we will be able to speed up that day when all of God's children, black men and white men,
Jews and gentiles, Protestants and Catholics, will be able to join hands and sing in the words of the old Negro spiritual, "Free at last! Free at last! Thank
God Almighty, we are free at last!"


Forty years ago Dr. King was taken from this country in Memphis Tenn. Can you imagine if Dr King was alive today. Would there be the liberals of today running the democratic party? Would there be the hate for so many people in this great country?

Dr. King dreamed of everyone living together. He did not dream of white, black, red, yellow or any other skin color being racist. He did not dream of a divide between Jews and gentiles, Protestants and Catholics. I wonder if Dr. King today would be able to stand up for his dreams or would some liberal group oppose him. Some leaders of the black community and some leaders of the democratic party are not the people Dr. King envisioned.

If liberals believe in the same dreams as Dr. King, why do we have quotas, why is it o k to suppress Catholics or Mormons? Why is it wrong to have high expectations of people? Back in the sixties, who helped pass the civil rights act? It took republicans to pass it and why doesn't anyone talk about the democrats that were against the civil rights movement? Who are prejudice today? It is a sorry sight when people that want to help the less fortunate are labeled racist and the people that are prejudice are called hero's and leaders of the movement. The reason for ones lack of education is not ones skin color but ones lack of action. The reason for ones lack of prosperity is not where you live but what you should or shouldn't do.

Again my family history is not very pretty when it comes to race. No, I will not throw my family in front of the bus like Barack. I live in 2008 not 1955. Times and people have changed.

My belief in Dr. King is what I have told my children and will tell my grandchildren.

There are good white people and bad white people , there are good black people and bad black people, there are good hispanic people and bad hispanic people, there are good catholics and bad catholics, there are good Muslim people and bad Muslim people, the list can go on and on.

It is not the color of your skin, what religion you are or what country you come from. Judge people by their actions, judge people by their character. What is character- "doing something good when no one is watching." Judge people by who they are and not what others tell you they are.

When will all people hear his words,

"black men and white men, Jews and gentiles, Protestants and Catholics, will be able to join hands and sing in the words of the old Negro spiritual, "Free at last! Free at last! Thank God Almighty, we are free at last!"

Wouldn't it be a nice gesture if we had leaders in our party who would tell those in the Democratic Party to go find themselves?We cannot as a nation survive if we continue to pacify those on the left.


Socialistic fervor under the guise of patriotism can hardly be considered being American.
We can only hope that the apathetic will cease to be pathetic and will wake up to the real danger which we are all facing at this given moment in time. In reality we are under siege not only by the terrorists but by those who claim to be patriots.

Hell Just Froze Over

We owe debt to Founding Fathers
This isn't usually where we plug television shows, but an extraordinary TV event is currently unfolding Sunday nights on HBO.


Holy cow, wake me up, I must be dreaming.

Here, too, are many of the familiar names from the early years of the United States of America — Benjamin Franklin, Thomas Jefferson, George Washington, Samuel Adams, Alexander Hamilton — struggling to bring the dream of the United States of America to reality.
Wow, you mean people might know who those fine gentleman were?

A viewer comes away from "John Adams" with a new understanding of how fragile this new country was in the beginning, how amazing its survival, and how remarkable it has become. We owe the founders an enormous debt, and this miniseries does a marvelous job of telling a new audience about that debt.
This must be way over every ones heads. Amazing, What country are they from? I never heard about this in my school!

PSST, don't tell WEAC about this.

Seriously, I don't have HBO but when the DVDs come out the John Adams mini series will be well worth the investment. Even tax payer dollars would be worth the spend.

Editorial: Progressive renaissance? Not in high court race
One last thought about those ubiquitous political ads, now that we've been granted a respite with the end of the spring election campaign.
You mean they want to clarify their comments? Hell must be freezing over.
No matter whom the ad supported, the favored candidate was portrayed as conservative. Both Supreme Court candidates even called themselves "tough on crime," a conservative position with limited relevance to the high court. That's interesting.
Oh, that's interesting, my oh my. You guys must of missed the tough on crime slant. Just Like Mr. Kagen, running for his election and running to the right.

Clearly, the message of conservatism still resonates with voters. Incumbents and potential challengers alike should take notice.
Hey guys, maybe you should join the majority of you readers and stop your liberal bias?

Naw, that won't happen, if it did, I might just crap my pants.
And what will you say in 09 when Shirley runs for reelection!

I am happy to join with you today in what will go down in history as the greatest demonstration for freedom in the history of our nation.
Five score years ago, a great American, in whose symbolic shadow we stand today, signed the Emancipation Proclamation. This momentous decree came as a great beacon light of hope to millions of Negro slaves who had been seared in the flames of withering injustice. It came as a joyous daybreak to end the long night of captivity.
But one hundred years later, the Negro still is not free. One hundred years later, the life of the Negro is still sadly crippled by the manacles of segregation and the chains of discrimination. One hundred years later, the Negro lives on a lonely island of poverty in the midst of a vast ocean of material prosperity. One hundred years later, the Negro is still languished in the corners of American society and finds himself in exile in his own land. So we have come here today to dramatize an shameful condition.
In a sense we've come to our nation's Capital to cash a check. When the architects of our republic wrote the magnificent words of the Constitution and the Declaration of Independence, they were signing a promissory note to which every American was to fall heir.
This note was a promise that all men, yes, black men as well as white men, would be guaranteed the unalienable rights of life, liberty, and the pursuit of happiness.
It is obvious today that America has defaulted on this promissory note insofar as her citizens of color are concerned. Instead of honoring this sacred obligation, America has given the Negro people a bad check; a check which has come back marked "insufficient funds."
But we refuse to believe that the bank of justice is bankrupt. We refuse to believe that there are insufficient funds in the great vaults of opportunity of this nation. So we have come to cash this check- a check that will give us upon demand the riches of freedom and the security of justice.
We have also come to this hallowed spot to remind America of the fierce urgency of now. This is no time to engage in the luxury of cooling off or to take the tranquilizing drug of gradualism.
Now is the time to make real the promises of democracy. Now is the time to rise from the dark and desolate valley of segregation to the sunlit path of racial justice. Now is the time to lift our nation from the quicksands of racial injustice to the solid rock of brotherhood. Now is the time to make justice a reality for all of God's children.
It would be fatal for the nation to overlook the urgency of the moment. This sweltering summer of the Negro's legitimate discontent will not pass until there is an invigorating autumn of freedom and equality. Nineteen sixty-three is not an end, but a beginning. Those who hope that the Negro needed to blow off steam and will now be content will have a rude awakening if the nation returns to business as usual. There will be neither rest nor tranquility in America until the Negro is granted his citizenship rights. The whirlwinds of revolt will continue to shake the foundations of our nation until the bright day of justice emerges.
But there is something that I must say to my people who stand on the warm threshold which leads into the palace of justice. In the process of gaining our rightful place we must not be guilty of wrongful deeds. Let us not seek to satisfy our thirst for freedom by drinking from the cup of bitterness and hatred. We must forever conduct our struggle on the high plane of dignity and discipline. We must not allow our creative protest to degenerate into physical violence. Again and again we must rise to the majestic heights of meeting physical force with soul force.
The marvelous new militancy which has engulfed the Negro community must not lead us to a distrust of all white people, for many of our white brothers, as evidenced by their presence here today, have come to realize that their destiny is tied up with our destiny. And they have come to realize that their freedom is inextricably bound to our freedom. We cannot walk alone.
And as we walk, we must make the pledge that we shall march ahead. We cannot turn back. There are those who are asking the devotees of civil rights, "When will you be satisfied?"
We can never be satisfied as long as the Negro is the victim of the unspeakable horrors of police brutality.
We can never be satisfied as long as our bodies, heavy with the fatigue of travel, cannot gain lodging in the motels of the highways and the hotels of the cities.
We cannot be satisfied as long as the Negro's basic mobility is from a smaller ghetto to a larger one.
We can never be satisfied as long as our chlidren are stripped of their selfhood and robbed of their dignity by signs stating "for whites only."
We cannot be satisfied as long as a Negro in Mississippi cannot vote and a Negro in New York believes he has nothing for which to vote.
No, no, we are not satisfied, and we will not be satisfied until justice rolls down like waters and righteousness like a mighty stream.
I am not unmindful that some of you have come here out of great trials and tribulations. Some of you have come fresh from narrow jail cells. Some of you have come from areas where your quest for freedom left you battered by the storms of persecution and staggered by the winds of police brutality. You have been the veterans of creative suffering. Continue to work with the faith that unearned suffering is redemptive.
Go back to Mississippi, go back to Alabama, go back to South Carolina, go back to Georgia, go back to Louisiana, go back to the slums and ghettos of our northern cities, knowing that somehow this situation can and will be changed. Let us not wallow in the valley of despair.
I say to you today, my friends, so even though we face the difficulties of today and tomorrow, I still have a dream. It is a dream deeply rooted in the American dream.
I have a dream that one day this nation will rise up and live out the true meaning of its creed: "We hold these truths to be self-evident; that all men are created equal."
I have a dream that one day on the red hills of Georgia the sons of former slaves and the sons of former slave owners will be able to sit down together at the table of brotherhood.

Let freedom ring from the snow-capped Rockies of Colorado. Let freedom ring from the curvaceous slopes of California. But not only that; let freedom ring from the Stone Mountain of Georgia. Let freedom ring from Lookout Mountain of Tennessee.
Let freedom ring from every hill and molehill of Mississippi. From every mountainside, let freedom ring.

The governor, state Senate and the Assembly have all come up with their own plans to fix the state's current $652.3 million budget hole. But because of the way the plans are structured, the state will end up $700 million-$800 million in the hole at the beginning of the next budget writing cycle, according to the Madison-based Wisconsin Taxpayer's alliance.
Way to go Diamond Jim, the Libs and RINO's from Wisconsin.

Observations from a long journey

I have been watching and listening to the ongoing debates and discussions on the forthcoming election, and I feel a need to make myself heard on some of the issues.
I am a 93-year-old widow, and yes, I am writing this myself without the aid of anyone, and I am of sound mind.
I remember when Social Security went into effect. What we have today is a far cry from what it was designed to be. Politicians, regardless of party, messed with it until it is a hopeless give-away program to noncontributors, noncitizens and criminals.
I had no choice when I joined the work force. I had to contribute. When I married, I still had no choice, but when I retired, I then had a choice: Receive benefits on my own earnings or a percentage of my husband's, whichever was greater.
By that time, my husband had died, so I collected nothing on his despite all his working years. Is that fair?
Perhaps our legislators should have no choice just like the rest of us, and they should become part of the system, if that is what it takes to correct it. I am sure the issue would then be addressed seriously.
I am indignant that my representatives in government voted against making English our national language. My parents were both immigrants — mother from Germany, father from Scotland — and they both learned English because they wanted to be a part of this country.
Today, we have people coming to our country, illegally or legally, and trying to change us. We are forced to provide foreign language in our schools, at our expense, to appease them. Is this right or fair? I think not. If someone doesn't want to become a part of us, he should not be here.
We are told that 84 percent of Americans support the Christian faith, displaying the nativity or other scenes, showing the Ten Commandments in our government places, forbidding prayers in public places and proclaiming ours a Christian nation as our forefathers clearly stated.
Why are our legislators pandering to the 16 percent? What about my feelings?
I asked that of a local merchant who I support regularly, when he said, "Happy holidays" to me and I said, "What happened to 'Merry Christmas'?"
Of course he was afraid of hurting someone's feelings, to which I replied, "What about mine?"
Why is everyone caving into the 16 percent?
I have been listening to excuses about the cost of oil. Has anyone really made an effort to change the situation? It doesn't appear so. I am forced to give up other things to pay the atrocious cost of heating my small home, where I live alone and will continue to do my best to do so.
I do not want to become one of the Medicaid many.
Because I worked and saved money, which I am now drawing very small interest, I am not qualified for help with heating oil or even Homestead Credit. Again, where is the fairness when we honest, working-class people have to sacrifice while our tax money is being doled out to illegals and criminals?
I am irate when I read of our servicemen being prosecuted for "abusing" the very enemy who is trying to annihilate us. Where is our common sense? I lost a brother in World War II, and even that pain is surpassed by what is happening to our servicemen today.
So, I am not impressed with the promises I am hearing. If this country is going to survive, our senators and congressmen are going to have to take responsibility for what is happening. You must stop pandering to big donors. Stop selling us out. And seriously develop a program of honesty and integrity, which is sorely lacking as of now. Listen to the people who put you there; you are supposed to be representing us.
Please let me see some honest, constructive effort to face up to these issues and get this great country back on track, heading in the right direction. If some of the changes do not occur soon, there will be a most decided effort to clean house. Vote each and every incumbent out; and try to replace them with better people.
I am from Niagara, a small town in Northeastern Wisconsin, which has just been dealt a deathblow by New Page Industry. It is sad to see and to realize that we are one small fragment of what is happing to our United States.
And during all of this, I am hard pressed to find something that is not made in China or a multitude of foreign countries — the result of further Washington sellout.
I will be glad to get some response.

Supreme Court race shows need for reform, official says

Doyle, who appointed Butler in 2004, called the race's outcome a tragedy.
Diamond Jim is MAD!
"It is a tragedy that such a fine judge and good human being was trashed during the campaign," Doyle said.

Boo hoo, where's my Kleenex? Hey Jim, isn't Mike Gableman a good human being too?
Some voters said they chose not to cast ballots in the Supreme Court race because of the ads.

Good maybe they were correct not to vote, maybe there were not informed?
"I was a little disgruntled by the ad campaign going on there," said Ginny Sauer, 37, of Wausau. "It turned me off for the whole thing. It is sad. I thought both candidates were not being fair."

Holy cow, they had to go all the way to Wausau? I just wonder how they found this lady for a comment. If your in Madison, why would you call Wausau? Maybe some disgruntled leftie, mad because Butler lost. Maybe a school teacher or a weac members spouse?

Gableman wins Supreme Court race
Even though we endorsed his opponent, we never doubted Mike Gableman's character or his skill as a circuit judge. Yes they did, what are they, asking for sympathy? Da, we never doubted? He is the first challenger to unseat a sitting Supreme Court justice in 40 years.
There's no question Wisconsinites deserve better than a bare-knuckles brawl, in which supporters hiding behind the gauzy veil of political action committees seek not to elevate their candidate, but to drag down the opponent. What, huh, if Wisconsinites deserve better, why is the P G graveling for voter sympathy. We should be celebrating the victory of someone who will represent all Wisconsinites wisely, rather than wondering who stood behind the shadowy groups that poured money and mud into a campaign that ought to have been about knowledge and judicial philosophy. How can they celebrate if their guy lost? Now Gableman is wise? How long before they write about the conservative groups supporting Gableman throwing mud into the campaign? Hey, where is the race card? I can't wait to hear them say people in this part of Wisconsin are racist! Wait, a lot of people voted for Barack in Feb. and were hero's, today they voted for a conservative judge and race card will be played. People who play the race card are racist themselves. It was Butlers record that made him lose the election.
Before the election lies too far behind in our rear view mirror, (who's road kill is in the rear view mirror) it would be wise to create a commission (another Doyle commission, what would that do) ( the P G wants to insert "stupid voter" quote again, "we're smarter then you") to examine how to improve the selection of Supreme Court justices. And a wide range of options ought to be considered — gubernatorial appointments, mandatory disclosure of contributors, even public financing. There you go, when a election doesn't go your way, when voters make the right decision, its not fair.
Can you explain what that means? "When it doesn't go your way", it sure went the way I wanted! Obviously the P G is crying in the corner. We need to change the rules because voters are too stupid to make the right decision. "Stupid voters."
This has got to change, and the time to start is now. To the lefty hacks at the Green Bay Press Editorial board, your guy lost so get over it. It shows the people of this area are smarter then the Press Gazette. Good job to the voters of Wisconsin. Why not just admit you picked the wrong guy!

Trying to put a tumultuous few months behind it, Indiana University is on the verge of naming a new coach, Tom Crean of Marquette, a source with the school told ESPN.com's Andy Katz on Tuesday.
The Hoosiers have to hope that the hiring goes more smoothly than the awkward parting with former coach Kelvin Sampson.
Indiana is awaiting a letter of agreement from Crean before a deal is finalized, and a tentative news conference has been scheduled for Wednesday to make an announcement.

A local service union will gauge interest from casino workers statewide to unionize.
"We're looking to see if there's any interest in the workers organizing at their workplace," said Beth Kirchman, a business representative with Local 662 of the International Brotherhood of Teamsters union. "If they are interested,
we'll be working with them, helping them organize."


Surprise, surprise, this should be interesting. How strong is the Oneida Tribe of Indians, how strong is the union? First you have the fight in the dem party for president now the union wants to organise in the tribal casinos. Where is Diamond Jim standing on this issue. I guess he is adding up on who gave more to his campaign! My money is on the casino's. The union is taking the Native Americans for a ride! Who is going to ride, who is going to walk?

Brock and Mohr for school board. Kevin Kallies has a point about extra school activities, but he hasn't told me about any cuts to save extra activities.It seems to be a double edge sword. On one side, can you keep extra activities if you can't afford them? Or the old shell game, threaten to cut extra activities if you don't raise taxes! If Kevin would of said, "keep extra activities along with cuts in over spending in the district".

Like get rid of K- 4 education. Get rid of the principal in the elementary school or how about start talks about consolidation of Suring and Gillett. If he would of given me some hope on cutting spending and keeping extra activities then he would of gotten my vote. I thought I read that the Gillett school board cut back there pay. I guess they know they have problems but they need to make some hard decisions. I'll keep the status quo. If I hear different then I would consider dropping Mr. Brock. Some say he's been there too long.

Not sure if there will be anything else on the ballot.

The well is a part of history to a lot of good people in this area. I do not want to spend tax dollars on it but I think we can get people to contribute to it to get it back to its original part of history.

Appleton Post Crescent

I have done many things in my life that has been new and different.

I have got involved in politics which at age 50 was long overdue.

I started a blog when I thought it would be something next to impossible!

I quit smoking which quiting cold turkey is a again next to impossible!

But trying to look at the "NEW" Appleton Post Crescent is just too much to take!

Who in the right mind would take the Past Crescent on the web to such a low piece of garbage . If they are in the process of revamping their web site, I will wait for them to finish. If what they have now is their finished product, they can have it.

Who ever got paid to revamp the web site must of been like a harlot on the corner. The P C got used, somebody needs to take a shower, they must feel dirty for taking their money! I really don't need to sit there and try to ponder , " where is the news? How do I find anything on this web site. If I want to blog , I will go to my own or to the blog sphere. If I want to set up an event for my calender , I will go to Google calender. Why is it on a newspaper web site? Where do I find the news?

But Dale Knapp, of the Wisconsin Taxpayers Alliance, is confident about one thing. He predicts that those who don't vote Tuesday will be among the first to complain when they perceive that local officials aren't doing as they wish.
"It's the same thing with property taxes," he said. "We hear from people in December and January when the property taxes have gone up, but that's not the time to worry about it.
"The time to worry about those things is when they're setting their budgets in the summer and fall." Johnson, the political scientist at UW-Green Bay, said: "It's unfortunate. By the time you have a problem, it's too late. We find this all the time. People (complain), 'I don't want that bridge there. I don't want the road there.' You had your public opportunity months ago to speak out on these things, but people don't pay attention."

I don't know if I should thank or blame our good friend over at The Right Side of Wisconsin. He was sick and tired of people who did not have the guts to use a real names or those on the far left that cannot hold a good conversation without dropping the F bomb, S word, etc, etc.

I can put up with some name calling but the profanity got a little over the top. Anyway, it was difficult to have people comment on my post. I would get someone on the left making things up that I didn't even say. I guess I know when I hit a nerve.

Well I thought I would use the same kind of blog rules.

Kagen Damage Control

I was told to never assume (you know the first three letters in assume is), so will Mr. Kagen and the MSM do damage control on two different articles with all sorts of different numbers and different comments that are from one news conference call? This pertains to an article I wrote on the WTH blog site.

How can two newspapers have so much disparity? I thought I would copy the two different articles in case Mr. Kagen has them delete one of the two press releases. I will think the Green Bay Press-Gazette will be the article of choice since it has no comment of illegal immigration. It will be interesting to see what the Appleton Post Crescent will print on this. Again my guess is the Press-Gazette article will stay since it looks like they are towing the line for Mr. Kagen. Good job to GUY BOULTON from JS for good journalism.

250 state deaths yearly blamed on insurance gap
Backers of universal care offer estimate

Nearly five people die each week in Wisconsin because they don't have health insurance, according to an estimate released Tuesday by a national group that supports universal coverage. That figure - roughly 250 people a year - is based on an update of an estimate released in 2002 by the Institute of Medicine, an affiliate of the National Academy of Sciences.
Families USA, a national health care consumer group, is releasing state figures based on the estimate in part to draw attention to the issue in the coming presidential election.
"This makes this hidden tragedy much more visible and quantifies the human toll of the health insurance crisis," said Robert Kraig, program director for Citizen Action of Wisconsin, a grass-roots political group that works on health care and other issues.
Nationally, an estimated 22,000 people die each year because they lack health insurance, according to a report released last year by the Urban Institute, a policy research group. That report updated the earlier estimate by the Institute of Medicine that 18,000 people died in 2000 because they lacked coverage.
Those figures are estimates and open to argument.
Len Nichols, a health care economist at the New America Foundation, described the Institute of Medicine estimate as a "statistical guess" at a conference on insurance coverage in December.
But Nichols also said, "I don't think there's anybody who actually treats the uninsured in real life who would argue with the fact that people in our country are dying because they don't have access to health care."
Many if not most doctors also can cite first-hand examples of patients who put off seeking needed care because they lack health insurance.
In the teleconference on the Families USA report, Barbara Horner-Ibler, medical director for the Bread of Healing Clinic, a free clinic in Milwaukee, cited the example of a 48-year-old man without insurance who died of colon cancer because he did not get the needed screenings despite a family history.
Wisconsin has one of the highest rates of insurance coverage in the country and accounts for only a small fraction of the estimated 22,000 people estimated to die each year nationally because of lack of insurance.
The U.S. Census Bureau estimated an average of 514,000 people, or 9.4% of Wisconsin's population, were without coverage over a three-year period.
Surveys by the state consistently put the figure lower. The most recent estimated that 5% of the population in 2006 was uninsured for the full year and 8% was uninsured at a point in time.
Estimates on the number of people without health insurance vary, and no one really knows how many people are without coverage. The uninsured also are far from a homogenous group.
For example, the estimates include children and adults who would be eligible for existing state programs. They also include people who are without coverage for brief periods of time, illegal immigrants and young adults who may be able to afford a high-deductible plan.
But U.S. Rep. Steve Kagen (D-Green Bay), who participated in the teleconference, said there are 59,000 to 89,000 people in his district who have no insurance coverage.
Kagen, a physician, did not answer a question on whether he thought Congress would be willing to raise taxes to expand insurance coverage. But he said that expanding coverage could be done without raising taxes, in part by spending money more wisely.
Few question that the health care system can be made more efficient. But economists question the contention that coverage could be expanded to low-wage workers and people with pre-existing conditions - the two groups that make up the bulk of the long-term uninsured - without increasing costs.
One of them is Shoshanna Sofaer, a professor of health care policy at Baruch College in New York and a member of the Institute of Medicine committee that produced the initial estimate on the number of people who die because they lack coverage.
Expanding coverage or achieving universal coverage, she said in an e-mail, will cost additional money, at least initially.
"People who run away from that are actually not doing the cause of coverage expansion or universal coverage real favors," Sofaer wrote, "because it makes us look either ignorant or untrustworthy."
Thomas R. Oliver, a visiting professor at the University of Wisconsin School of Medicine and Public Health, agreed.
"We haven't found a formula that can instantly expand coverage without increasing costs for somebody's bottom line," Oliver said.
Reports such at the one released by Families USA on Tuesday draw attention to the problem.
"But that's a very different question than who will pay," Oliver said. "And as soon as you get into who will pay, the political terrain gets very unstable and threatening to all parties."

Thousands uninsured, face increased risks
Brown County, state figures lower than nation's

WASHINGTON — More than 200 uninsured Wisconsinites a year die prematurely because they don't have access to preventive care or consistent treatment, a health advocacy group said Tuesday.
An estimated 1,600 early deaths occurred among uninsured Wisconsin adults between 2000 and 2006, nearly enough people to double the populations of Iola in central Wisconsin or towns of Rockland and Rushford in Northeastern Wisconsin, according to the Families USA report.
"Being uninsured has significant adverse consequences," Ron Pollack, executive director of Families USA, said in a conference call with reporters. "The uninsured are less likely to have a usual source of care outside of the emergency room. The uninsured often delay or forgo medical care."
Nearly 9 percent of all state residents — an estimated 500,000 people — were uninsured at some point during 2006, according to the U.S. Census Bureau. Sixteen percent of the nation was without health insurance that year.
About 9 percent of Brown County residents went without either public or private insurance for some part of the year in 2005. Statewide, about 10 percent of people either reported they went the entire year without insurance or part of the year, according to the state's Department of Health and Family Services.
The N.E.W. Community Clinic, which has a downtown Green Bay site and a satellite clinic at Northeast Wisconsin Technical College, is a primary care provider for the uninsured and low-income residents.
The downtown clinic generally serves between 6,000 and 8,000 people a year. Since it opened in the summer of 2006, the NWTC clinic has seen about 3,900 visits from mostly uninsured patients, clinic coordinator Mary Rahr said.
Wisconsin's low uninsured population was a result of state officials using public health insurance programs such as BadgerCare Plus to cover the poor and working poor, Pollack said.
Health insurance representatives in Wisconsin and Washington, D.C., said groups like Families USA should look not only at insurance costs as a barrier to health-care access.
"Make health care more affordable and health insurance will be more affordable," said Phil Dougherty, senior executive officer of the Wisconsin Association of Health Plans. "Universal access to health-care coverage with rising health-care costs is not sustainable."
Robert Zirkelbach, spokesman for America's Health Insurance Plans, said, "Health insurance premiums track directly to health-care costs. We need to address the health-care cost drivers."
He noted that health insurance premiums grew at their lowest rate in a decade in 2006.
"There's still more work to be done," Zirkelbach added.
Pollack was joined on Tuesday's teleconference by U.S. Rep. Steve Kagen, D-Appleton, Dr. Barbara Horner-Ibler, medical director of Milwaukee's Bread of Healing Clinic, and Robert Kraig, program director for Citizen Action of Wisconsin.
Families USA used research by the National Academies' Institute of Medicine and the Washington, D.C.-based think tank The Urban Institute to estimate Wisconsin deaths. The group, which advocates federal health-care reform, plans to release reports for 21 states that link premature deaths among working-aged adults to a lack of health insurance.
Nationally, the Institute of Medicine estimated that 18,000 people between the ages of 25 and 64 died in 2000 because they were uninsured. The Urban Institute put the uninsured national death tally at approximately 22,000 in 2006.
Both studies said people without health insurance tend to be sicker than the insured because they skip checkups, screenings and other procedures that might diagnose serious illnesses earlier.
Families USA used the prior studies to provide state-level estimates on premature deaths.
"The conclusions are sadly clear. A lack of health coverage is a matter of life and death for many people in Wisconsin," Pollack said.
Kagen, a freshman lawmaker with about 30 years' experience as an allergist, said there are 59,000 to 80,000 uninsured people in his 8th Congressional District, which spans most of Northeastern Wisconsin.
In his practice, Kagen said, he has had patients without insurance struggle to afford treatment.
"We took care of patients regardless of their insurance. We worked with them to help them afford their medication and gave them (pharmaceutical) samples as long as possible," he said.
