Yes It Can Be Done In Wisconsin

From the Peshtigo Times
"Auditor States Coleman Is In Good Financial Condition
“Your general fund shows a balance of $691,936 at the end of 2008,” Auditor Paul Dennis of Schenck Business Solutions told Coleman Village Board at their regular monthly meeting Monday, June 1. He said that was a good balance, “only $7.6 billion more than the state has,” then explained seriously in his annual audit report that the village indeed is in good financial condition, and even with adjustments made further on in the audit, the village has $480,000 available, “...which is a pretty good percentage of your expenses ... and with the state budget problems, it’s good that you have healthy fund balances.”"
