Sunshine Week: The Lakeland Times' annual open records grades

In honor of Sunshine Week - a celebration and advocacy of open government - The Lakeland Times presents this year's awards and grades for openness in conducting public business.
The following grades are calculated using several measures, including how responsive officials are to open records requests, how diligently they strive to keep the workings of government open, and how willing they are to communicate to the media and the public.

The Lowest of the Lowest (F-)
U.S. Rep. Steve Kagen, U.S. Rep Dave Obey, and U.S. Sen. Herb Kohl. While Sen. Feingold tries to stop pork-barrel politics and refuses to ask for earmarks, Kohl, Kagen and Obey continue to swim in the bacon grease.
