MADISON — Wisconsin elections officials on Monday quashed a citizen movement that encouraged voters to voluntarily show photo identifications before casting their ballots.

The Government Accountability Board voted to outlaw the practice, which the board's staff said could confuse, intimidate and offend voters who object to showing a photo identification to exercise their right to vote."
