WASHINGTON — Public opinion of Congress is hovering at an all-time low, but that hasn't stopped lawmakers from reaching out at taxpayers' expense.

House members collectively spent more than $45 million in 2009 on taxpayer-funded mass mailings, phone calls and electronic messaging — known as franking — to trumpet their records to constituents, alert them to town hall meetings and seek feedback, a review of House documents shows.

Wisconsin lawmakers spent $1.1 million, led by Rep. Steve Kagen's $297,688. Close behind was Rep. James Sensenbrenner, R-Menomonee Falls, who spent $277,975.

Reps. Dave Obey, D-Wausau, and Gwen Moore, D-Milwaukee, were among the more frugal House members on franking, with Moore spending the least at $224."

The difference between Kagen and Obey and Moore is they don't have to campaign to hold their seat. Kagen is running for his future which does not look good right now.

It's only your tax dollars he's spending.
