Welfare applicants lied about household income in most of the cases.

Some of the cases date as far back as 2001, and several involve defendants in the country illegally.

District Attorney John Zakowski said the criminal charges filed in these cases address the alleged fraud to receive benefits, not the way they got a false identification.

"We look at them as theft cases," Zakowski said. "The referrals (from county investigators) are based on fraud and not misappropriation of IDs. They (fake IDs) are part of the case, but not the basis for the fraud in these issues."

The Brown County Board is taking a look at the local ID fraud problem."
