West Palm Beach Congressman Tim Mahoney (D-FL), whose predecessor resigned in the wake of a sex scandal, agreed to a $121,000 payment to a former mistress who worked on his staff and was threatening to sue him, according to current and former members of his staff who have been briefed on the settlement, which involved Mahoney and his campaign committee.

Mahoney, who is married, also promised the woman, Patricia Allen, a $50,000 a year job for two years at the agency that handles his campaign advertising, the staffers said.

The Kimberly Area School District has been saddled with bad debt from a $5 million investment meant to build the trust fund for retiring teachers, according to a lawsuit filed in late September.

Its two-year-old investment has lost three-quarters of its value, according to a lawsuit the district filed against two financial institutions.

Kimberly, along with school districts in Kenosha, Waukesha, West Allis-West Milwaukee and Whitefish Bay, are seeking cancellation of their investments, return of funds and punitive damages through the lawsuit filed against the Royal Bank of Canada Europe Ltd. and Stifel Nicolaus & Co.

The districts contend that Stifel and RBC either knowingly or negligently misrepresented the details of the transactions. They also contend the financial entities collected large fees while positioning the districts as guarantors of an ultra-risky portfolio of assets.

Usually, schools play it safe on investments, so this is a surprising misfortune. Although the overall economic climate is riskier than in years past, it seems like the districts should have looked a little closer for red flags and gotten more independent investment advice early on.

At the same time, the districts claim fraud and misrepresentation. For instance, the complaint states it wasn't explained that a 4 to 5 percent default rate could result in a 100 percent investment loss.

You can't bank against such blatant misrepresentation despite a world of good-faith effort at the onset.

And it's more than unfortunate Kimberly and the other districts in our state are faced with losses of this magnitude at a time when schools are struggling to meet budgets.

A painful lesson to be sure.

Who is at fault? The School Board for risking some ones else's money. Will the same voters who lost their job at the New Page Mill vote the school board out of office? Note likely!

So now the people who lost their jobs will have to pay for the school boards mistake? Yes they will? So the hard lesson the people of Kimberly are left holding the bag!

People of Kimberly, your smarter then that.

SAFE -Smoke-free Air for Everyone- gathered signatures in favor of a ban in Fond du Lac. They only collected around 2,000 signatures. On the flip side, 3,000 Fond du Lac city residents signed a petition AGAINST the smoking ban, and 3,600 patrons from neighboring communities signed AGAINST the ban.

That’s a 70% majority AGAINST the ban folks - because yes, THEY DO HARM BUSINESSES (and businesses are fed up and speaking out). Never mind that they’re unconstitional, nazi-like in nature, create division and derision, and are abhorently anti-American. BtBWI has all the info: Fond du Lac, Where is that 70% who favor the ban?

Free Breakfast, Gillett Up Date

From the Gillett School Web site. I apologize to the Gillett school district for assuming a free breakfast is a free breakfast. It would of been nice if the newspaper article would of added two more sentences to show the cost per student.The first article from the home page states no cost per student. I had to go to the Monday morning school announcements to see the $1.30 per day cost for students. Hey, I 'm a blogger and not a newspaper. I made a mistake and apologize.

Gillett School District Offers Breakfast Program For Grades 6-12

Gillett - Begining Monday October 6th Gillett School District students in grades 6-12 will have the same opportunity K-3 students have enjoyed the past three years - that being to eat breakfast at school.

The new program is being made possible through a School Breakfast Start Up Grant received from the DPI in conjunction with the United States Department of Agriculture Nutritional Enhancement Project.

For the whole article you can go buy a Oconto County Times Herald at most stores in Oconto County.

The article gives no details so I am assuming it is a FREE breakfast program to all students. I am commenting on the article as I see it in print.

OK it's not parent neglect but doesn't it kind of tell you that all parents in the Gillett School district cannot give their children breakfast?

I have to stop myself because I do not know all details of the program. Calm down, I will try to get more facts to be fair.

Just a couple of questions.

Why all students?

Why not just for the students and families that need the program?

Is their extra costs to the district for the program?

Your 401 K took a hit this week, we have a 850 billion dollar bail out and now we have to give everybody breakfast.

If the grant money drys up, does the district have to cover the program out of the school budget?

I admit not going to the school board meetings but still question the motives.

I have a problem with some from the the Kremlin of the west (Madison) making changes to the school district that someday in the future will cost more to the people of Gillett. We are Gillett Wisconsin not Middleton or Sun Praire Wisconsin. I do not value liberals from Madison.

I will have to stop before I regret it.

The following is a letter to the editor I sent to the Oconto County Times-Herald today. Not sure if it will be printed, changed or thrown in the recycling bin. We shall see. If it doesn't make it, I thought I would post to my blog anyway.

Two years ago it was Mark Foley and Jack Abramoff,. Politicians promised us honesty, integrity, prosperity to the people of Wisconsin. They said "vote for me and we will change this part of Wisconsin and you will be better off with me!" Are you really better off now then you were two years ago. Let us look at some news from Northeastern Wisconsin.

Marinette Marine, employees laid off.
New Page Mill shut down.
Karcz Ford Pulaski closes doors.
401 k down 25 to 38 %.
Stock market down.
Sub prime mortgage problems.
Voter fraud in Wisconsin.
Remember on January 1st 2008, Wisconsin vehicle registration fee's increased $55 to $75 for every automobile and the registration fee on light trucks from $26.50 to $75.

Everyday we hear of layoffs and less money. Are you afraid or are you mad as heck?

And then we hear more. Franklin Raines, a democratic campaign adviser made a 90 million dollar bonus from Fannie Mae, then bought a 5 million dollar penthouse in Washington D C. Are you mad yet?

California Congressman Democrat George Miller has a plan to change your 401 K tax advantage. Meaning, congress wants to tax your 401 K contribution when you put it into your account and not after you retire. They say they need more of your money! Are you mad yet?

Property taxes up.Food prices up. Everything you touch costs you more. How much more can you afford? Are you mad yet?

People are hurting all over this country and our politicians are blaming everyone else and afraid to take a stand against special interest groups who give to their campaigns. Campaign donations are more important then the people of this country. Are you mad yet?

Steve Kagen was at debate on Oct 7th with John Gard about the health care of the voters of the 8th district. He arrived 24 minutes late, answered two questions and left early 23 minutes after he arrived. He had to attend a function nearby where he was to receive an award. He is a doctor and snubs the health care professionals of the people of the 8th district. Are you mad yet.

Dave Hansen in Madison voted for $18 billion or more in tax increases for the people he represents.Now even Dave Hansen is afraid to debate the issues with Chad Fradette. Are you mad yet.

How well off have you been for the last two years? Are you financially sound? Is your 401 K in good shape? Are you better off today then you were in 2006. Are you happy and content?

Now is not the time to be afraid. Now is not the time to raise your taxes. Now is not the time to believe elected politicians when they say they will take care of you. What has Steve Kagen and Dave Hansen done for you lately? Look at your pocket book and ask yourself, are you better off now then you were two years ago? Will you vote for higher taxes. Will you vote for less money in your pocket. Are you mad as heck or will you vote for the same.

Will you vote for less government? Will you vote for less taxes? Will you vote for more money for yourself and for your family?

As President Reagan said, "government is not the solution to our problem, government is the problem."

The people of Wisconsin are smart, proud, strong and hard working. I was once told "character is doing something good when no one is watching." You are of good character. I believe in you.Times are tough right now but my faith is in the people of this area. Your hard work and your beliefs will get us through these difficult times. I have more faith in you then in the people that now represent you. Need not be afraid but it is time for some changes in Washington and Madison. It's time for new direction.

It's time to vote for John Gard, Chad Fradette and any other candidate that is for less government and not more.

In 1986, Peter Davies was on holiday in Kenya after graduating from Northwestern University.

On a hike through the bush, he came across a young bull elephant standing with one leg raised in the air. The elephant seemed distressed, so Peter approached it very carefully. He got down on one knee, inspected the elephant's foot, and found a large piece of wood deeply embedded in it. As carefully and as gently as he could, Peter worked the wood out with his knife, after which the elephant gingerly put down its foot. The elephant turned to face the man, and with a rather curious look on its face, stared at him for several tense moments. Peter stood frozen, thinking of nothing else but being trampled. Eventually the elephant trumpeted loudly, turned, and walked away. Peter never forgot that elephant or the events of that day.

Twenty years later, Peter was walking through the Chicago Zoo with his teenaged son. As they approached the elephant enclosure, one of the creatures turned and walked over to near where Peter and his son Cameron were standing. The large bull elephant stared at Peter, lifted its front foot off the ground, then put it down. The elephant did that several times then trumpeted loudly, all the while staring at the man.

Remembering the encounter in 1986, Peter could not help wondering if this was the same elephant. Peter summoned up his courage, climbed over the railing, and made his way into the enclosure. He walked right up to the elephant and stared back in wonder. The elephant trumpeted again, wrapped its trunk around one of Peter legs and slammed him against the railing, killing him instantly.

Probably wasn't the same elephant.

Congressional deal-brookers yesterday slopped a mess of pork into the $700 billion financial rescue bill passed by the Senate last night - including a tax break for makers of kids' wooden arrows - in a bid to lure reluctant lawmakers into voting for the package

Stuffed into the 451- page bill are more than $1.7 billion worth of targeted tax breaks to be doled out for a sty full of eyebrow-raising purposes over the next decade.

"This is how Washington works," said Keith Ashdown of Taxpayers for Common Sense, a Washington research group. "A big pot of pork is their recipe for final passage."

The special provisions include tax breaks for:

* Manufacturers of kids' wooden arrows - $6 million.

* Puerto Rican and Virgin Is- lands rum producers - $192 million.

* Wool research.

* Auto-racing tracks - $128 million.

* Corporations operating in American Samoa - $33 million.

* Small- to medium-budget film and television productions - $10 million.

Another measure inserted into the bill appears to be a bald-faced bid aimed at winning the support of Rep. Don Young (R-Alaska), who voted against the original version when it went down in flames in the House on Monday.

That provision - a $223 million package of tax benefits for fishermen and others whose livelihoods suffered as a result of the 1989 Exxon Valdez oil spill - has been the subject of fervent lobbying by Alaska's congressional delegation.

Some of the pork-barrel measures buried in the financial rescue package had been contained in a bill that previously passed the Senate, but died in the House.

The Congressional Budget Office said the package of breaks - including obvious pork and some more defensible tax-relief measures - will add about $112 billion to budget deficits over the next five years because the bill doesn't contain enough offsetting revenue hikes to keep the budget balanced.

The legislative lard annoyed Tom Schatz, president of the watchdog group Citizens Against Government Waste.

"There's always something that goes on at the end where the last dozen members are trying to get something for themselves or for a special interest rather than what might be good for the country," Schatz said.

Some of the other measures added to win approval include a $3.8 billion health-care provision that forces insurance companies to provide coverage for mental-health treatment equivalent to the coverage they provide for physical illness.

Other add-ons will increase individual tax credits and help shield more than 20 million Americans from the painful alternative minimum tax, and offer breaks for businesses that invest in alternative fuels.

Reached by telephone Friday, Kagen spokesman Jake Rubin declined to speak about the issue on the record, except to say he needed to "see where we are in the debate process."

He later sent an email addressing Gard's charges.

"What the Gard campaign is saying is simply not true," Rubin wrote in the email. "Congressman Kagen will debate John Gard because he is eager to give voters an alternative to Gard's negative campaign and to allow them to hear about issues affecting them most, like a comprehensive plan for energy independence that favors consumers instead of Gard's donors in Big Oil, affordable health care that works for Dr. Kagen's patients, not Big Insurance, and an economy that supports working families, not Big Corporations."

Rubin did not address Gard's charges about Kagen's refusal to appear at the town-hall meetings during the congressional recess nor did he speak to Gard's allegation that Kagen hasn't agreed to participate in debates offered by 14 organizations, though Rubin was asked about both Friday.

Rubin says they are eager to debate? Sure looks like it. When? Does "eager" mean the same as "gave back immediately" like the $1000.00 Kagen gave back to Fannie Mae after 38 days?

Health care and the aging population dominated Monday morning's forum for candidates of the 30th Senate District.

A handful of local voters attended the forum, held at the Brown County Central Library. Republican Chad Fradette, former Green Bay City Council president, and the Democratic incumbent Dave Hansen, an eight-year senator, both of Green Bay, hit on comprehensive health care and state spending.

A mix-up in the questions asked to each candidate left Fradette ad-libbing a bit more than his opponent after he realized he had been sent different questions.

"It'd be nice if I was given these questions ahead of time," Fradette said after the third question. "They don't match any of the questions I have except for the first one."

Billy Feitlinger, of the Wisconsin Alliance for Retired Americans, who sponsored the event, apologized to Fradette and made sure he had a copy of the correct questions at Monday's forum.

The Coalition of Wisconsin Aging Groups also hosted the event.

Hansen said he would like to see support continue for Badger Care and Medicaid programs, and to do so, the state must draw from all available funding, something that's not being done.

Fradette said while he would like to maintain these programs, the state is broke. Spending priorities must be set, and increases in funding aren't an option.

Hansen also told the audience he's for true reform in health care that would reduce costs and provide access to all state residents.

"The cost of doing nothing is already enormous and continues to grow every day," Hansen said.

Fradette said comprehensive care is not the answer for Wisconsin.

"I will stand against any attempt to make universal government-run health care because it's not efficient and it's definitely not cost effective," he said.

Fradette said people of all incomes in the state need a tax cut, so wasteful spending needs to be eliminated.

"No way would I consider increasing the sales tax," he said. "Under no circumstances would I consider raising any tax in this point in Wisconsin … all you have to do is prioritize your spending."

Hansen said the state needs to look at its tax code, and he would propose legislation to accept the first $60,000 of a home's value for property taxes and cut homeowners' school property taxes by 10 percent or more.

"I think that's a very good initiative to at least look at," he said. "I think it'd do a great deal to help seniors stay in their home."

So the Coalition of Wisconsin Aging Groups hosted the event and gave Chad Fradette the wrong questions and Dave Hanson got the original questions and the headline is "Hansen, Fradette joust".

What a bunch of CRAP. I printed the whole article to show how nothing really was said about the intentional cheep shot Chad Fradette received. Any republicans that do debates, don't get blind sided.

Bottom line, Dave Hanson is for 18 billion dollars in universal health care. The 18 billion after the 700 billion later this week.

U.S. Rep. Steve Kagen says he put politics and his upcoming re-election campaign aside and voted against the financial bailout plan on Monday because it did nothing to secure the economy.

First spin, he did not put politics aside, he did it exactly for his re-election bid!

It makes complete sense that a freshman Democrat in a tight race, like Kagen, voted against the bill, said David Siemers, a professor of political science at the University of Wisconsin-Oshkosh

Spin # 2, it doesn't make sense to me, why David?

It is tough medicine to remedy the economy, and he is the only congressional incumbent in the state in a tight race for his seat. Everyone else, including Petri, pretty much had a free vote, Siemers said.

Spin # 3, so tough medicine is pandering to the voters, he's an incumbent, he's the only one? Even Siemers says he is in a tight race!

National polls showed support for the bailout ranging from modest to significant. Just because there is support for action to correct the financial meltdown doesn't mean that voters supported the specific bailout bill that was defeated Monday, Kagen said.

Spin #4, here he sets himself up for a vote later this week. He uses the words "supported the specific bailout bill". They will add pork to the bill or money for ACORN and he will say it is good for the people of Wisconsin. He then will vote "yes" for the bill. I see another flip flop coming.

Siemers says one way or another the federal government will be forced to act.

"If the markets keep going down, it will seem to be the irresponsible thing not to act," he said. "The Republicans might be forced to come on board then."

Did the reporter ask Siemers if Kagen will be forced to vote?

So David, if the government will be forced to act, how come the republicans will be forced on board. Will not Steve Kagen be forced on board also? Will he get credit for voting yes to a pork filled bill?

Will Steve Kagen be irresponsible if he does not act?

Or will Steve Kagen get a pass from the MSM because he is a democrat, no matter what he will or will not do?

I give Diana Marrero from JS credit when she gets it right but on this one she dropped the ball or intentionally decided not to question the "immediate" 38 days.

Weevils - Eurasian Watermilfoil

Weevils could be the answer
To the Editor:

How many of us like the thought of using chemical herbicides in our lakes to control Eurasian watermilfoil for the next 20 years?

Your lakes board certainly doesn't! We have been using 2, 4D for the last four years and the results leaving something to be desired. This year good results were found in Kennedy Bay (by the town hall) but results in other treated areas are not good enough.

We are confident that we have found a biological solution that can do a better job than herbicides. The solution is a very small weevil (scientific name-Euhrychiopsis lecontei) that occurs naturally in both lakes.

In fact, on July 15, biologists from EnviroScience of Stow, Ohio, the only vendor of weevils, did an assessment of our lakes and found we have a healthy population already at work on the EWM.

All we need to do is to stock more so that they can dominate the existing stands of the weed. We are now in a race with the milfoil; we must accelerate the population of weevils to the point where they consume the weed faster than it grows.

The weevils are very small averaging from 2-3 mm in length; their color is dark and they spend their lives in the top meter of the milfoil plant (it would take approximately 10 lined up nose to tail to equal one inch).

Let's look at the life cycle of these little critters. They winter on shore hidden in debris, so let us start with them waking up in the spring.

Once awake, they go through an extensive stretching and calisthenics program to get themselves ready to go to work. They then fly to the water where they seek out patches of EWM. They dive into the water and begin to feed on the milfoil. Their feeding on the weed (leaves and stem tissue) is not the destructive part of their role. If they can find a breeding partner(s), they lay two eggs per day (once the adult weevils emerging from the shore have bred and laid eggs, they die.)

These eggs are laid in the buds of the plant. Soon the eggs hatch each producing a larva. These larva are the destructive force because they burrow into the stem of the plant and eat their way down the inside of the stem.

Not only does this destroy the plant's ability to transport food, it punches holes in the stem and lake bacteria attack the plant as well. Soon the plant stem falls over and the plant is severely wounded but not dead.

They emerge from the stem as mature weevils with the process from eggs to adults taking somewhere between 20-30 days. As adults, they quickly begin the breeding process all over again. Come fall the surviving insects emerge from the lake and fly to shore where they hide in the debris until they awaken in the spring.

According to the vendor, 5,000 weevils stocked in June can reproduce into tens of thousands flying to the shore in the fall - all prepared to attack the milfoil next spring.

We all have stores of biological controls that have run amok.

For example, the Asian lady bugs brought in to control aphids. They swarm into our homes in the fall and become a nuisance. This is not the case with weevils. They are grown in their nursery eating EWM and this sets their food preference for this particular weed. We have been told by lakes that have used weevils for years that a cyclical pattern will evolve.

The milfoil will flourish providing food for the weevil population which will begin to grow because of the abundant food. Because this population growth must accelerate even more rapidly, the weevils are usually stocked to speed things up. When the population of the insects is large enough, the weevils will "knock down" the milfoil destroying their own food source.

Once the EWM is gone, the weevils are dramatically diminished. The milfoil will again begin to flourish (recall it didn't die) and the weevils now have their food source back so they will begin to proliferate again. In most cases stocking is again required to accelerate their numbers.

In 2009, we plan to stock approximately 30,000 weevils at a cost of $40,000 (They cost $1.20 each plus the cost to tie the nursery stems to the existing plants).

These funds will come from our treasury since the DNR does not yet provide grants for such experiments. We say "experiment" because in a biological system strange things can happen. Weed patches have already been selected in both lakes for this trial. We will need to be patient since seeing results can vary from months to several years.

We will continue to treat selected areas with herbicides until we better understand the potential of the weevils. In addition we have selected an area in Lake Minocqua and have hired a diver to pull all EWM within this area. We will be evaluating this test next spring to determine the effectiveness of this control method.

After talking with lake officials in Michigan and New York we are extremely confident that the weevil route is the approach to take.

One lake official relayed the story of how a dog walked out onto the milfoil and fell through. They went to a great deal of trouble to make their rescue. Let's hope we never see conditions like these.

Forty-one Republicans joined Democrats in voting for the measure, but the margin is not large enough to survive the veto threat President Bush issued Friday. The Wisconsin House delegation voted along party lines. Democrats Obey, Tammy Baldwin, Steve Kagen, Ron Kind and Gwen Moore backed the bill while Republicans Tom Petri, Paul Ryan and James Sensenbrenner voted against it.

This week Obey said it was a matter of economic justice for Congress to take action on a stimulus package for the America beyond Wall Street. The White House is seeking $700 billion to buy the bad debts of struggling financial firms.

Since when is another 61 with a b billion dollors economic justice? These dems from Wisconsin are playing loose with who's money?

We have to bail out 700 billion and oh, another 61 won't break the bank!

I still do not understand the people of Obeys district on why they keep electing him?

An Illinois doctor admitted he sped away from state police in two states before a crash Sept. 4 in which a motorcycle rider from Wisconsin was killed on the Pennsylvania Turnpike.

After a hearing yesterday, District Judge Richard King ordered Dr. Shiva Lal Acharya, 33, a native of Nepal, to stand trial.

He is accused of causing the death Sept. 4 of Keith A. Brown, 46, of Green Bay." Illinois doctor to face trial in fatal turnpike crash

I've been following this story and glad justice is going forward.

It was a great loss of life of Kieth Brown. A great father and husband, employee of Festival Foods, and a good friend to a lot of people. I only knew Kieth being a salesperson back in the 90's. He was always a straight shooter and all around good guy. Someone you remember as years travel on.

I seen him this past year walking into Festival for my sales job. He remembered me and how could you forget him. Small talk and how Festival was such a great place to work, he was really happy. What a loss.

I hope justice will be served and this guy gets the max.
