Editorial: Warning: Tussles ahead
New or expanded programs mean the need for new revenue.
If the Legislature balks at Doyle's ideas, it should offer its own.

Gov. Jim Doyle's latest two-year budget proposal is ambitious
and mostly practical.
The ambition can be seen in his efforts to provide access to
health insurance to 98% of Wisconsinites, to expand the state's
Medicaid program, to ban smoking statewide and in his focus on
the roads and infrastructure vital to the state's economic growth.
The practicality comes in the acknowledgment that new or expanded
programs require new or added revenues.
Can they just be honest and say TAX increase.
