Gov. Jim Doyle's proposal to provide more funding for a state
land purchase program will heap an estimated $1.6 billion in
new costs on taxpayers in the next 10 years of the initiative.
The spending represents a dramatic increase in the size of
a popular program that has helped protect more than
477,000 acres.
