(WASHINGTON, D.C.) Congressman Steve Kagen, M.D. voted for the American Clean Energy and Security Act to create higher wage jobs and support industries across Wisconsin. The legislation went through many changes before Kagen was willing to offer his support.

“This bill will encourage private sector investments in clean energy to create new jobs in Northeast Wisconsin while supporting the industries that have been part of our way of life,” said Kagen. “We are taking the necessary steps to reduce our dependence on foreign oil and build a better future for our children and grandchildren.”

Congressman Kagen has been working closely with House Agriculture Committee Chairman Colin Peterson to ensure that Wisconsin’s family farms are rewarded for their efforts to operate self-sustaining farms. Furthermore, this legislation will grow our economy and expand the market for biofuels and renewable energy by reclassifying all trees as agricultural products and all tree byproducts as renewable energy sources. Farmers and forest owners will benefit as well from the creation of a market-based carbon offset program run by the U.S. Department of Agriculture.

“We have kept the EPA off our farms,” said Kagen.

The jobs created cannot be shipped overseas and will make America the global innovation leader and preserve our planet by reducing the pollution that causes global warming.

. The American Clean Energy and Security Act supports key industries in Northeast Wisconsin including papermaking and agriculture. The bill will help the paper industry transition to a cleaner, more profitable future through allowances to cover their increased costs in a changing global marketplace.

Following is the latest coverage of the 2009-'11 state budget process.

Thousands of currently unrepresented academic staffers at University of Wisconsin campuses could be assigned into existing unions - rather than having the chance to vote - under a provision included in the state budget, state officials say.

The 2009-'11 budget plan, awaiting a final agreement in Madison, would give UW faculty and academic staff the right to collectively bargain, meaning faculty and staff could vote to form bargaining units at different campuses.

But part of the language added by state Rep. Cory Mason (D-Racine), a former union lobbyist, and state Sen. Dave Hansen (D-Green Bay), gives the Wisconsin Employment Relations Commission the express authority to assign some academic staff employees to appropriate unions without a vote."

OK. So how much will all this supposed collective bargaining cost taxpayers and tuition payers? Page 8 of the same LFB budget paper linked just above says increased costs not allowed for in the budget equal $2.2 million and 32 FTE’s. That’s just the cost for employees to manage the collective bargaining! – Approximately $1.5 million from state taxpayers and $0.7 million from university revenues.

Green Bay's unemployment rate didn't go up in May. It didn't go down, either.

After falling from 13.1 percent in March to 12.3 percent in April, the city's unemployment rate stayed the same in May, according to state Department of Workforce Development figures released Wednesday. The rate was more than twice as high as the 6 percent rate recorded in May 2008.

March's rate was the highest recorded in Green Bay since 1990.

The unemployment rate in the Green Bay Metropolitan Statistical Area — Brown, Kewaunee and Oconto counties — also remained the same at 8.4 percent. It had declined to 8.4 percent in April from 9.2 percent in March. The rate in May 2008 was 4.1 percent.

According to the state statistics, 156,102 of 170,434 were employed in May in the Green Bay MSA.

"It's still an extremely difficult labor market," said Jim Golembeski, executive director of Bay Area Workforce Development Board. "Businesses are struggling and, at best, holding their own."

Having advanced skills is still a significant part of finding employment, he said.

"I keep saying: 'If you're looking for a job, you need a career.'"

There isn't a lot of change in the job market, he said, noting that a lot of people are still looking for work.

"Whatever a recovery is going to look like, it's going to happen quite slow," he said.

May's state unemployment rate was 8.7 percent, down from 8.8 percent in April and up from 4.4 percent in May 2008.

Unemployment in the Madison metropolitan area rose from 6 percent in April to 6.2 percent in May, still the lowest unemployment rate in the state.

The unemployment rate in Milwaukee rose from 8.9 percent to 9 percent.

Janesville continued to have the highest unemployment rate of the state's 12 largest cities at 12.9 percent, unchanged from April.

Vukmir to challenge Sullivan for Senate seat

Jun. 25, 2009 11:34 a.m. | Madison — Rep. Leah Vukmir (R-Wauwatosa) said Thursday she plans to challenge first-term Sen. Jim Sullivan (D-Wauwatosa) in next fall's election.

Vukmir, who was elected in 2002, announced her candidacy in Wauwatosa and said she would be a senator who better represents the district's priorities. Vukmir, 51, a registered nurse, said she had a record of progress on job creation, tax relief, education reform and health care reform.

"When the economy soured, some politicians in Madison were concerned only with how to raise enough tax revenue to fund their spending addiction," Vukmir said in a statement. "My priority has been, and will always be, creating jobs and providing core services in the most efficient way possible."

Sullivan, 41, an attorney, beat former Sen. Tom Reynolds (R-West Allis) to win the seat in 2006. He was the only Democrat to vote against the budget in the Senate last week and is the target of a recall effort triggered by his vote for a statewide smoking ban.

In a statement, Sullivan said he has tried to be an independent voice for the district, working to create jobs in the biotechnology and medical sectors, supporting small businesses and improving public safety. »Read Full Article"
