WASHINGTON — Public opinion of Congress is hovering at an all-time low, but that hasn't stopped lawmakers from reaching out at taxpayers' expense.
House members collectively spent more than $45 million in 2009 on taxpayer-funded mass mailings, phone calls and electronic messaging — known as franking — to trumpet their records to constituents, alert them to town hall meetings and seek feedback, a review of House documents shows.
Wisconsin lawmakers spent $1.1 million, led by Rep. Steve Kagen's $297,688. Close behind was Rep. James Sensenbrenner, R-Menomonee Falls, who spent $277,975.
Reps. Dave Obey, D-Wausau, and Gwen Moore, D-Milwaukee, were among the more frugal House members on franking, with Moore spending the least at $224."
